New young Star club(NYSC), Bara  earned 5.5 year experiences in the rural water supply and sanitation field in the financial support of Rural Water Supply and Sanitation Fund Development Board from 7th Batch since 2062 B.s. After the completion of 7th batch implementation phase of three schemes recently working for post implementation phase of 7th batch and 5 schemes of 8th batch for implementation phase. This way NYSC recently involved in water sanitation area with dedicated and well experienced staffs. NYSC, Bara contributed in total 1988 house holds have the access in safe drinking water. Out of 1988 HHs 398 have household latrine. NYSC, Bara targeting a new challenge in terai district to proclaim open defecation zone of 2 scheme areas in Bara district.  The major objective of program is to support communities to form inclusive local water supply and sanitation user groups that can plan, implement, and operate drinking water and sanitation infrastructure that drive sustainable health, hygiene and productivity benefits to rural households.  This program mainly emphasis on community ownership and responsibility to reduce poverty and dignified rural life. The major guiding principles of RWSSP are adopt participatory demand of water supply and sanitation, improve the local level coordination and linkages among local authority and stakeholders, institutional capacity building of users group, community empowerment, collect community contribution to fund rise for operating and maintenance the schemes by ensuring ownership and accountability for sustaining community level infrastructure, ensure the involvement of procurement process, improve the governance systems, promote livelihood engagement, promoting social inclusion, equity and gender issues in health and hygiene, ensure the involvement in sanitation revolving fund for community health and hygiene sector

Key strategy:

  • Pre-feasibility Study of target area where NYSC aims to provide safe drinking water and sanitation services 
  • Organize rights holders in community based institutions with legal registration for project implementation 
  • Advocate on the rights to water and sanitation services and its policies 
  • Empower the right holders to access to quality drinking water will be increased in areas where they have no access. 
  • Ensure Drinking water projects will be made gender-friendly and social inclusion aspect. 
  • Ensure the cost sharing on the basis of rights holders capacity to bear the costs involved 

Project cycle:

The major works are completed under 3 phase out of 4 phase of project period. Before the starting the project 1st prefeasibility study phase for 3 months, 2nd development phase for 9 months, 3rd implementation phase for 10 months and last post implementation phase for 2 years. This way one scheme need 46 months to implement.

  1. Pre feasibility study of scheme area: under this phase sociologist and sanitation engineers involved in comprehensive survey by using household survey, wellbeing ranking, seasonal calendar, social mapping, FGD, of PRA tools with field support staff and community people. In this study surveyor identify existing and possible water resources, direct beneficiaries population, social structure and living patterns of marginalized and deprived community,  sanitation behavior, recent living status and illness, mobility of community people, decision making procedure and inclusive difference, needs of water consumption, cost effectiveness of scheme and willingness of community etc. These all information gives the accurate data for feasibility the scheme to start.
  2. Development Phase:  Under this phase mass meeting organized in selected or feasible scheme area for formation of water user group, committee & registration, Jagaran committee, women technical and sanitation support group, formation of school based child club, select village health promoter and village maintenance worker, identify tap area, mapping of local and nonlocal materials, and prepare participatory planning. After the formation of all groups NYSC staff involves in social mobilization and capacity building works. Under this phase total target household engage in social mobilization, capacity building, empowerment, and linkage development activities. Under social mobilization part sanitation revolving loan fund mobilize for house hold latrine and sanitation behavior. At the last time of this phase design and estimate of scheme including the infra structure done by technical supervisor and community collect up front for operation and maintenance.    
  3. Implementation Phase: Under this phase social mobilization for sanitation behavior change, implementation of design estimate and strong coordination of local government authority and social actors are done by community people. Village health promoter play pivotal role for changing sanitation behavior and village maintenances workers for infrastructure. User committee’s members direct involved with skilled human resources then community people contribute as unskilled works. NYSC staff work as sanitation promoter and support technically the community people to complete scheme infra structure.    
  4. Post implementation phase:  NYSC, Bara technical staff monitors the scheme area for sustainability and provide technical and social support. Staff uses proxy indicators for water quality.

Program Coverage Area:

 NYSC, Bara implementing Rural water supply and sanitation program for 8 scheme in Bara district. 35 to 54 Km distance from head quarter of Bara district 6 remote VDCs Hariharpur, Laxmipur kotwali, Shareenagar Bairaiya, Golaganj, Bhagwanpur and Inarwamal  are selected for water supply and sanitation program for 7th and 8th batches. Total 8 schemes areas are in coverage.

Major Achievement:

NYSC, Bara achieved the following progress in field based on project activities:

  • 8 water user groups got legal registration and raised 960,000 fund for sanitation and maintenance of schemes.  
  • 237 deep salaw tubewel installed for fresh drinking water and 2547 households have proper access in safe drinking water.
  • Dali, muslim, Janjati, OBC and forward cast fetching waters together for drinking water. Fetching together of drinking water directly contribute to minimize un-touch ability from community.
  • 20 % house hold have latrine in madeshi community of scheme area.
  • 7 institutional latrine constructed in scheme area schools.
  • 400 women involved in income generation activities through women technical sanitation support group.
  • 8 village health promoter and 8 village maintenance workers are trained and properly working in community.
  • Healthy home survey result show that 75% population of scheme area using soap and water for hand washing.
  • 60% mothers trained for preparing jewan jal and LITTO for child nutrition.
  • 100% population got awareness on water based diseases and using safe drinking water.
  • Healthy home survey result show that rate of water born diseases decreased by 60% in scheme area.
  • Empowered 230 tap mother groups and 8 WTSS groups to be sensitive toward sanitation, health & hygiene and they are working properly as same.
  • 2 schemes Amarpur and Ramnagar in the process of proclaiming open defecation zone and ready to against terai trend of defecation.
